We know very little about how American weapons are used once they reach the Israeli military. Are they used in Gaza, and how? Are they flowing to the West Bank? Is there a possibility that they reach battalions that the United States is considering sanctioning because of alleged human rights violations?When the Biden administration ships arms to Ukraine, it pulls out the megaphones. It announces its shipments and hails its own efforts “to support the brave Ukrainian people as they defend their country,” as Secretary of State Antony Blinken put it last month. The White House emphasizes transparency about aid provided to Ukraine, saying it wants to be clear how “that money has been spent.”It’s a different story when the destination is Israel. A few details leak in the American or Israeli press, but overall, when sending arms to the Israel Defense Forces, the Biden administration seems to prefer the sound of silence.Transparency about arms transfers takes on special significance now that President Biden has signed a landmark $95 billion foreign aid package, approved after long delays in the House of Representatives. That package will pay for billions of dollars of arms flowing to Ukraine, Israel and other nations. As soon as the bill became law, the administration issued new announcements about weapons shipments to Ukraine, but not about transfers to Israel.“I think the administration makes sure that the word gets out to the pro-Israel community that these things have been transferred but doesn’t want to inflame the not pro-Israel community,” said Daniel C. Kurtzer, a former American ambassador to Israel and Egypt. “The word gets out anyway, but it’s not a headline.”Transparency is the lifeblood of democracies. For the same reason that the White House takes care to explain how taxpayer dollars are spent on military support for Ukraine, the administration owes it to Americans to be forthcoming about weapons flown to Israel, even if it finds disclosure to be politically uncomfortable.

Israel warns Egypt: "Last chance" for hostage deal before Rafah invasion

Israeli officials told their Egyptian counterparts on Friday that Israel is ready to give hostage negotiations "one last chance" to reach a deal with Hamas, but if there isn't progress soon it will move forward with a ground invasion of Rafah, two senior Israeli officials said.The Egyptians are increasingly concerned about a possible Israeli military operation in the southern Gaza city of Rafah and are making a last minute push for a hostage deal that would lead to a ceasefire in Gaza and stop an invasion of Rafah. Egyptian officials have raised concerns that an Israeli operation in the city would lead to tens of thousands of Palestinians entering their territory, potentially involving a breach of the border that would endanger Egypt's security.Israel has for weeks said it would invade Rafah, where more than one million displaced Palestinian are estimated to be sheltering amid an ongoing humanitarian crisis in Gaza.The Israeli officials said the talks with the Egyptians on Friday were constructive and that the Egyptians made it clear they intend to put pressure on Hamas to secure a deal for the release of hostages.

U.N. Will "Preserve Evidence" Of Gaza Mass Graves For War Crimes Investigation

The UN on Thursday emphasized the importance of preserving evidence on mass graves in the Gaza Strip, stating that it is unclear when the requested investigation will take place.Asked about evidence suggesting that some victims were buried alive in mass graves at Nasser Hospital in Khan Younis in southern Gaza and what should be done with such evidence, UN spokesperson Stephane Dujarric told at a news conference that "it's important that all forensic evidence be well preserved."Citing the UN's call for an international investigation on the mass graves, Dujarric said, "How that will take place, it's unclear at this time."He said some legal units of the UN have the authority to initiate investigations but that has not yet occurred.Regarding the question about if the UN could send a team to the field, Dujarric said, "It's not a matter of the Secretary-General (Antonio Guterres) be proactive because we do not have a mandate to participate in such investigation."The Palestinian Civil Defence says it will cooperate with an independent investigation into three separate mass graves found in Gaza containing 392 bodies.
